Which decoder and encoder IC should i use for 4x16 application for simple circuit?

i am trying to build a automation circuit without using any micro controller and i think the circuit will work this way 
input switch(RF)---encoder(16x4)---Encoder (ht12e)----RFTX---RFRX---Decoder(1X4)---... 

this flow chart and idea is mine and i have not tested it yet coz i dont know what IC to use in place of Encoder and Decoder and also flip flop i am using flip flop to maintain the state of relay on ON position untill off signle is recieved so can anyone help me out for finding a suitable IC . 
I am not new in electronics but i have never used digital IC like deocder and flipflop though i have used gates and mainly used analog IC's 
one more thing i want to add a dimmer circuit so can anyone tell me which digital circuit can i use which can increase and decrease the brightness by 2 digital inputs
